substring

String substring(String s, int from,  int to);

i.e., StringFns.substring(String, int, int)

Returns a new string that is a substring of the given string.

Parameters:

• s - the string to retrieve the substring
• from - the beginning index, inclusive
• to - the ending index, exclusive
